Overview
This session will address the challenges of estimating, designing, and constructing a complex fire life safety upgrade project in the Melbourne Underground Rail Loop’s brownfield urban rail network environment.
We will discuss the knowns and unknowns in the fire engineering design phase, the access-constrained construction phase, and the unpredictable testing and commissioning phase.
Key competencies from the Construction Engineering Learning and Development guide to be discussed include developing project methods, controlling project quality, ensuring a safe working environment, and managing contract obligations.

About the speakers
Daniel has over 12 years of experience in building services / infrastructure consulting in Australia and New Zealand. This has included a mix of rail, industrial and commercial projects. Throughout Daniel’s time at WSP, he has held project management roles, including at SPA as a package lead for successfully delivered works packages (IWP, AWP2 and AWP3) over the last five years.
Previously he provided leadership of the mechanical team at SPA for other SPA rail projects. Prior to commencing on SPA, Daniel lead multiple building projects as the WSP project lead including childcare centres, community hub, hospital upgrades and residential / aged care projects.”
Esteban specialises in the design of fire safety systems using local and international fire safety engineering principles in underground structures. Esteban is currently acting as Subject Matter Expert for three of the largest infrastructure projects in Victoria; the Melbourne Underground Rail Loop Stage 2, the Metro Tunnel Project and North East Link Project.
He has provided advice for different public transport operators to address aging infrastructure and also led tender works for new infrastructure projects. His capabilities include bespoke smoke management strategies, mass underground evacuation analysis, structural fire analysis and risk analysis for underground rail stations and tunnels.
